Some factories we work with innovate (sort of) and they have a relatively simple model. Have more engineers than projects, allow them the freedom to have time to brainstorm and work on what they will, with no pressure from management for results. Some engineers will tend towards laziness. Others (few actually) will come up with something significant. Problem is convincing management to allow this "free" time.
