China Bans Downloads of Unlicensed Foreign Music

The Ministry of Culture has followed through with an earlier policy, saying that music web sites may not offer downloads or streaming of foreign songs that have not been properly licensed/censored. There might be some blowback, though, if this actually proves to be effective.

Question: if this policy works, what does this say about the ability of the government to control online activity, and what is their response the next time a music industry lobby complains about online infringement? Can the government still come back to industry, throwing up their hands, and say that they just can’t control what happens online?
